The "rags to riches" story of Karol Jakubowicz's involvement in the work of the Council of Europe took him from the role of an awestruck newcomer from Poland in 1990 to that of the Chairman of the Steering Committee on the Media and New Communication Services (2005-06). Along the way, he was elected, delegated by the Steering Committee, and invited by the Council of Europe Secretariat to serve in a number of other capacities. In all of them, he contributed a wide variety of papers, reports and studies to assist the steering committee and other bodies in collecting information and formulating ideas in the general field of freedom of expression, creation of free and democratic media systems (including the issue of public service media), regulation of transfrontier television, the adjustment of Council of Europe human rights standards to the conditions of the information society, and the development of broadcasting legislation in Council of Europe member states.The present collection of these papers and reports is published in the conviction that they retain their value and relevance. It provides the additional benefit of offering a glimpse of the work preceding the formulation of Committee of Ministers recommendations and declarations, as well as resolutions of the Council of Europe Parliamentary Assembly.

Protecting children from sexual violence - A comprehensive approach is a collection of highly readable expert papers for both child professionals and the general public. It is divided into five parts, presenting a European overview and covering the existing legal frameworks; abuse prevention and reporting; rehabilitation and social reintegration of victims; sexual violence on the Internet; and public and private partnerships against abuse. It also sheds light on the little-known problem of children who are sexually abusing other children.
In addition to providing thorough information on the many facets of this complex subject, this publication also highlights new concepts, facts and recommendations. Foremost is the significant lack of data on the prevalence and nature of sexual violence in Europe, underscoring the need for co-ordinated pan-European research and information gathering, which are vital to effective policy making and programme design. It also sounds the alarm for urgent co-ordinated action in various fields to drastically improve child protection through awareness raising; targeted and specialised training, intervention and therapy programmes; sex education in schools; responsible family attitudes; and justice systems with tighter abuse laws and which take account of children's special needs as reliable witnesses.
Protecting children from sexual violence is published as part of the Council of Europe campaign to stop sexual violence against children. The hope is that this publication will inspire judges, the police, educators, governments, the media and legislatures to join the campaign and expose, demythify and take concerted action to combat sexual violence against children, a phenomenon that affects as many as 20% of children in Europe. -

Europe is bearing the full load of globalisation. Besides population movements on an unprecedented scale, awareness of our interdependence and competition for natural resources are increasing. These changes affect not only institutions and individuals on social and economic grounds, but also, more decisively, public opinion. People have a vague sense of insecurity, fear and anxiety, fuelling doubts about the future: never before has confidence been so lacking in the modern era.
This anxiety is spreading across Europe. The deterioration of the global ecosystem and the unfair distribution of goods have created inequalities and social injustice. Unemployment levels are soaring and debt is increasing for households - including those whose members work - and states alike. Weakened by the recent financial crisis, states are hard put to preserve the social protection provided since the Second World War.
Against this background, the Council of Europe has asked several noted intellectuals about their vision for the future, inviting them to share their thoughts in order to spark a debate on how to envisage societal progress and ways of living together. -
The present publication describes and analyses the measures taken or under consideration by European countries to mitigate the impact of the current financial crisis on the most vulnerable population groups and on the financing of social security systems.
In the first part, it provides facts and figures regarding the consequences of the crisis on European labour markets and on social security schemes. The second part sums up and classifies anti-crisis measures into three broad categories: social security policies, employment policies and public sector policies. -

The Council of Europe works to uphold human rights, the rule of law and pluralist democracy. The Council of Europe's standards and mechanisms seek to promote and ensure respect for the human rights of every individual. These include equal rights and dignity of all human beings, including lesbian, gay, bisexual and transgender persons.
The Council of Europe has adopted a number of international legal instruments and standards on combating discrimination on grounds of sexual orientation or gender identity. They illustrate the underlying message of the Organisation, which is that the Council of Europe's standards of tolerance and non-discrimination apply to all European societies, and discrimination on grounds of sexual orientation or gender identity is not compatible with these standards.

Taking groups of students to the Auschwitz-Birkenau Memorial and Museum is a heavy responsibility, but it is a major contribution to citizenship if it fosters understanding of what Auschwitz stands for, particularly when the last survivors are at the end of their lives. It comes with certain risks, however.
This pack is designed for teachers wishing to organise student visits to authentic places of remembrance, and for the guides, academics and others who work every day with young people at Auschwitz.
There is nothing magical about visiting an authentic place of remembrance, and it calls for a carefully thought-out approach. To avoid the risk of inappropriate reactions or the failure to benefit from a large investment in travel and accommodation, considerable preparation and discussion is necessary before the visit and serious reflection afterwards. Teachers must prepare students for a form of learning they may never have met before.
This pack offers insights into the complexities of human behaviour so that students can have a better understanding of what it means to be a citizen. How are they concerned by what happened at Auschwitz? Is the unprecedented process of exclusion that was practised in the Holocaust still going on in Europe today? In what sense is it different from present-day racism and anti-Semitism?
The young people who visit Auschwitz in the next few years will be witnesses of the last witnesses, links in the chain of memory. Their generation will be the last to hear the survivors speaking on the spot.
The Council of Europe, the Polish Ministry of Education and the Auschwitz-Birkenau Memorial and Museum are jointly sponsoring this project aimed at preventing crimes against humanity through Holocaust remembrance teaching. -

Migration to and within Europe has profoundly changed the life and image of the continent. Many people in Europe are stigmatised because of their sexual orientation or gender identity and cannot fully enjoy their universal human rights. Some of them are victims of violence, others have fled to Europe from countries where they risk being persecuted. Organisations representing lesbian, gay, bisexual and transgender (LGBT) persons have been denied registration or banned from organising peaceful meetings in some states in Europe. Too few politicians have taken a firm stand against homophobic and transphobic expressions, discrimination and violence. This report presents the results of the largest socio-legal study ever carried out on discrimination on grounds of sexual orientation and gender identity in the 47 member states of the Council of Europe. Six thematic chapters give a broad overview of the human rights situation of LGBT persons and recommendations are provided for developing and implementing effective measures to address discrimination. The report is intended as a tool for dialogue with authorities and other stakeholders. It constitutes a baseline study for further action in both legislative and policy fields to ensure that all LGBT people can effectively exercise their human rights.

After the collapse of state socialism at the end of the 1980s, young people in Eastern Europe began to play a dramatically different role in society. Once cast as the vital, reinvigorating protagonists of the communist ideal, they emerged as promoters of democratisation and agents of a now hegemonic market system. The training programme for Roma mediators, launched in 2011, is unique in terms of the fundamental effects it produces, both in Europe at large and in the 47 member states of the Council of Europe.

Ukraine is the 19th country overall, and the third of the Commonwealth of independent States (following Armenia and Moldova) to have its youth policy reviewed by the Council of Europe's international review team. Ukraine presented a range of new challenges: it was by far the largest country geographically and it embodied geo-political characteristics (from North to South, and East to West) that are reflected in its philosophy and approach to youth policy development.
This international review explores three issues of particular interest to the Ukrainian authorities: health and healthy lifestyles, employment and employability, and patriotic education and citizenship, in addition, the international review pays special attention to questions of youth participation and engagement, and to those groups of "vulnerable" young people who are at most risk of social exclusion.
The review argues for the establishment of a more open development model for youth policy in Ukraine, supported by a clear strategic vision and the strengthening of its commitment to local capacity and autonomy in shaping relevant programmes and projects, in particular, it also advocates the promotion of more diverse methodologies in the implementation of youth policy, based on non-formal learning and skills-development principles. -
This report is part of a series of international reviews of national youth policies carried out by the Council of Europe in collaboration and consultation with government agencies and ministries responsible for the development and implementation of youth policy, as well as with non-governmental youth organisations. The reviews are carried out by an international team which outlines the strengths and challenges of the countries' youth policies in a constructive manner, drawing where appropriate upon broader international evidence and debate.

Since 2008, the European Union-Council of Europe youth partnership has regularly organised debates and discussions on the history of youth work policy and practice in various countries in Europe, in co-operation with its partners. The results have been published in three volumes of the Youth Knowledge Series. Volume 4 of the History of youth work in Europe, edited by Marti Taru, Filip Coussée and Howard Williamson, covers the 2011 workshop in Tallinn, which was co-organised by the European Union-Council of Europe youth partnership and the Estonian authorities with the support of Finnish and Flemish partners, and sums up the discussions in the previous three volumes.

The recent austerity measures currently adopted in numerous European countries assume that a rise in public debt should automatically result in cuts to social programmes and the privatisation of "inefficiently" managed resources. This type of reasoning is being used to justify the destruction of social rights of citizens for the profit of the private sector, resulting in more limited access to the most fundamental resources such as water, nature, housing, culture, knowledge and information, mainly for the most vulnerable members of society. Such a view, informed solely by short-term growth and profit cycles, is endangering access to those resources not only for current generations but for future ones as well.
This book is an attempt to go beyond liberal approaches to intergenerational and distributive justice. It emphasises the role of commons and communities of the commons, driven by the desire to defend and perpetuate those fundamental resources under the threat of expropriation by the state and the market.
This book also offers policy makers and citizens, who wish to accept their political responsibility by being active and refusing corporate ideology, some best practices as well as methods and solutions for renewing the configurations of societal relationships through commons, thereby integrating the interests of future generations in the European Community's decision-making processes and institutions.
This is a contribution by the Council of Europe and the International University College of Turin to the protection of the dignity of every person, especially of those who, even though unable to enjoy existing social rights, have the right to benefit from choices and policies that ensure that human life remains unspoiled.
