Comparative handbook: robotic technologies law
Collectif
- Éditions Larcier
- 28 Juin 2016
- 9782804491772
Studies of the overall impact of robotics on the economy have shown that investments in its various sectors – industrial, professional and service robotics – are increasing globally and the markets associated with them are valued in billions. Robotization improves the competitiveness of enterprises, while collaborative robotics reinvents methods of production.
Beyond the economic outlook, service robotics, backed by the development of artificial intelligence, raises challenging ethical and social issues.
The legal analysis of robotics is no mean feat because it covers a very diverse technical reality. Companies whose businesses are focused on robotic technologies and applications can be confronted with a complex legal situation resulting from the plurality of the applicable rules which have not necessarily been conceived or adopted bearing in mind their specific constraints.
This situation should not hamper their development. It only implies taking cues from the economic legal norms which promote such developments and conducting an analysis of the legal risks which they face, given the applicable rules of liability.
This comparative study – carried out by members of the Lexing® Network – proposes an overview, having regard to the legislation of 17 different countries, of the legal issues raised by robotics and the way the law in force responds, in a more or less satisfactory manner. What do we know about how people learn? How do young people's motivations and emotions influence their learning? What does research show to be the benefits of group work, formative assessments, technology applications, or project-based learning and when are they most effective? How is learning affected by family background? These are among the questions addressed for the OECD by leading researchers from North America and Europe. This book brings together the lessons of research on both the nature of learning and different educational applications, and it summarises these as seven key concluding principles.
Among the contributors are Brigid Barron, Monique Boekaerts, Erik de Corte, Linda Darling-Hammond, Kurt Fischer, Andrew Furco, Richard Mayer, Lauren Resnick, Barbara Schneider, Robert Slavin, James Spillane, Elsbeth Stern and Dylan Wiliam.
The Nature of Learning: Using Research to Inspire Practice is essential reading for all those interested in knowing what research has to say about how to optimise learning in classrooms, schools and other settings. It aims, first and foremost, to inform practice and educational reform. It will be of particular interest to teachers, education leaders, teacher educators, advisors and decision makers, as well as the research community -

Against the background of a projected doubling of world greenhouse gas emissions by mid-century, this book explores feasible ways to abate them at least cost. Through quantitative analysis, it addresses key climate policy issues including: an ideal set of climate policy tools; the size of the economic and environmental costs of incomplete country or sector coverage of climate change mitigation policies; how to concretely develop a global carbon market; the case for, and what can we reasonably expect from, R&D and technology support policies; and the incentives for major emitting countries to join a climate change mitigation agreement.

National Accounts data is more than just GDP. This book, to be published annually, and its related database present national accounts in a way that reflects the richness inherent in the data and the value that represents for analysts and policymakers. It responds to the Stiglitz Commission's recommendation that policymakers look beyond GDP to get a fuller picture of the entire economy.
In particular it uses national accounts data to show important findings about households and governments, including important new series on gross adjusted household income and non-financial fixed assets of households. It presents each of the series on a two-page spread, with the page on the left providing information on the meaning, usage, and comparability of the data and the page on the right presenting data from 1995 onwards for the OECD countries as well as graphics highlighting differences among countries.
This book includes OECD's unique StatLink service, which enables readers to download Excel® versions of tables and graphs. Look for the StatLink at the foot of each table and graph. -
What impact has globalisation had on transport? And what have been the consequences for the environment? This book aims to answer these questions and more. It looks in detail at how globalisation has affected activity levels in maritime shipping, aviation, and road and rail freight, and assesses the impact that changes in activity levels have had on the environment. The book also discusses policy instruments that can be used to address negative environmental impacts, both from an economic perspective and from the point of view of international law.

It also offers opportunities to involve new players, develop new industries and increase competitiveness. Structural change in economies will be imperative in coming decades.

The world is currently facing the aftermath of the worst financial crisis since the Great Depression. Going for Growth 2010 examines the structural policy measures that have been taken in response to the crisis, evaluates their possible impact on long-term economic growth, and identifies the most imperative reforms needed to strengthen recovery. In addition, it provides a global assessment of policy reforms implemented in OECD member countries over the past five years to boost employment and labour productivity. Reform areas include education systems, product market regulation, agricultural policies, tax and benefit systems, health care and labour market policies. The internationally comparable indicators provided enable countries to assess their economic performance and structural policies in a wide range of areas.
In addition, this issue contains three analytical chapters covering intergenerational social mobility, prudential regulation and competition in banking, and key policy challenges in Brazil, China, India, Indonesia and South Africa. -
?"Lost Ate my Life!" is not the authors' self-referential statement. Instead, it is the collective cry of the hardened fan base for ABC's pop-culture phenomenon. The book has two central ideas: first, that the creators of Lost created a shift in the thinking of online communities, effectively removing the barrier between the artists and the patrons by hosting one of the largest officially sponsored independent discussion forums in history. Lost bloggers became important celebrities amongst the fan bases, some fans found themselves drawn into the inner circle, and the network began making decisions based on ebb and flow of fan sentiment.
Interwoven with the story of the fandom is the examination of Lost's story itself: its archetypal themes, and its evolution from bordering on the high-concept 'cash in' it was intended to be, to the high art mixture of philosophy, drama, redemption, science, and faith. What is it in the formula of Lost that speaks to our collective unconscious so well that millions of fans are easily able to endure such mammoth leaps of suspension-of-disbelief?
The book's story is told by two members of the fan community who witnessed the spread and impact of the fandom from the inside, eventually becoming insiders - to different degrees - themselves; one, Amy, deep within the inner sanctum of Lost labs, the other, Jon, ascending from the world of blogging to the world of professional media. -

This revised and expanded guidance document aims to provide authoritative information on good practice in three primary areas:

Discrimination on grounds of sexual orientation and gender identity in Europe
Collectif
- Conseil de l'Europe
- 1 Janvier 2011
- 9789287172716
Many people in Europe are stigmatised because of their sexual orientation or gender identity and cannot fully enjoy their universal human rights. Some of them are victims of violence, others have fled to Europe from countries where they risk being persecuted. Organisations representing lesbian, gay, bisexual and transgender (LGBT) persons have been denied registration or banned from organising peaceful meetings in some states in Europe. Too few politicians have taken a firm stand against homophobic and transphobic expressions, discrimination and violence. This report presents the results of the largest socio-legal study ever carried out on discrimination on grounds of sexual orientation and gender identity in the 47 member states of the Council of Europe. Six thematic chapters give a broad overview of the human rights situation of LGBT persons and recommendations are provided for developing and implementing effective measures to address discrimination. The report is intended as a tool for dialogue with authorities and other stakeholders. It constitutes a baseline study for further action in both legislative and policy fields to ensure that all LGBT people can effectively exercise their human rights.

Tackling mental ill-health of the working-age population is becoming a key issue for labour market and social policies in OECD countries. OECD governments increasingly recognise that policy has a major role to play in keeping people with mental ill-health in employment or bringing those outside of the labour market back to it, and in preventing mental illness. This report on Sweden is the second in a series of reports looking at how the broader education, health, social and labour market policy challenges identified in Sick on the Job? Myths and Realities about Mental Health and Work (OECD, 2012) are being tackled in a number of OECD countries. It concludes that Swedish policy makers recognise the need to take steps to tackle mental ill-health and its labour market implications, but that a more comprehensive reform effort and a long-term commitment to it is needed in order to prevent problems from arising in the first place and respond more effectively when they do occur.
